7th Annual I.O.C.C.R.A. is an annual conference targeting sophisticated individuals and major criminal groups and organizations involved in vehicle theft, chop shop activities, and vehicle theft related crimes. The focus of this week long course is to understand the structure, behavior, and methods of operation by those individuals and organizations, including their crimes, and to provide the investigative tools needed for success and safety when investigating these types of cases
This conference is held annually in San Diego, CA. and is attended by many local, state and federal law enforcement agency auto theft units and task forces from throughout the United States and Canada.
This is the first (Est. in 2003) and ONLY Organized Crime course with focus on sophisticated vehicle theft groups involved in chop shops, related vehicle theft crimes, and investigative tools and topics necessary during these types of investigations.

As member of PPIAC, I wanted to share this GREAT news with all of my colleagues that supported us - as individuals and various association members. My personal and professional thanks to EVERYONE. On a similar note - the fight is not completely over, a similar but more profound bill introduced by Sen. Arlen Specter is at the national level. This is reposted from the WAD listserv with the permission of PPIAC former president and WAD board member Bob Heales:
COLORADO ANTI-SURVEILLANCE BILL DEFEATED!
Colorado HB 1012 was defeated when the Senate Judiciary Committee voted against it 4 to 3 on Wednesday. This bill would have drastically impacted the ability of employers and insurance companies to conduct surveillance on suspected fraudulent or exaggerated worker’s compensation claims.
The Professional Private Investigators Association of Colorado waged war on this terrible bill with the assistance of members and non-members alike. In addition to substantial grass roots lobbying, PPIAC hired a lobbyist to assist in the battle. The lobbyist was paid for partially from PPIAC funds, and approximately 50% of the cost came from members and non-members.
It did not go unnoticed that the WAD Board voted to donate $1,000 toward this fight from its legislative fund. This is the first time WAD donated money to any group other than a national association. The WAD donation was much appreciated by the Board, Officers, and Members of PPIAC.
In addition to WAD’s help, the National Council of Investigation and Security Services assisted with letters being sent from Officers and the Legislative Director. A sample letter was also written for PPIAC’s use by the NCISS Lobbyist, Larry Sabbath of Washington, D.C.
If not for one brave Senator who voted against party lines to do the right thing, WAD members in Colorado would still be fighting for their livelihoods. Thank you to Senator Linda Newell, www.linda4senate.

LINDQUIST INVESTIGATION SERVICES can now offer our clients translation of Chinese both written and oral. The two main dialects are Mandarin and Cantonese.
I am placing a copy of a recent email we received from one of our business friends in Beijing. As you can see the Chinese have their version of our social security number albeit it is a lot more intrusive on one's personal information. Having such a number does help PI's such as ourselves to locate persons in China.

Hope this mail finds you well.
Herein I would like to introduce about Chinese ID number, by which you may get some useful information on an individual.
Just like the social security number in the U.S., each Chinese citizen is assigned an identity number as the exclusive identification. In mainland China, every Chinese citizen requires to apply for an individual Identification Card, indicating his/her ID#, date of birth, nationality, registered address and photo. In the past the Chinese ID# had 15 digits but has been upgraded to 18 digits now.
As to the new ID#, usually the first six numbers is the code for Administrative Area (province-city-county), followed by eight numbers standing for date of birth (year-month-date).The fifteenth and sixteenth digits is the code for police station. The seventeenth number means the gender (odd for male or even for female) and the last one is the examination code.
